OSHA CPR Requirements: What Colorado Employers Must Know

Colorado follows federal OSHA standards for workplace safety, including CPR and first aid training requirements. There is no separate Colorado state OSHA plan for the private sector, which means federal regulations apply directly.

General Industry Requirements (29 CFR 1910.151)
The general industry standard requires employers to have "a person or persons adequately trained to render first aid" when there is no medical facility in near proximity. OSHA interprets "near proximity" as 3 to 4 minutes for high-hazard environments and up to 15 minutes for low-hazard offices.
CPR is recommended but not explicitly mandated by the regulatory text for general industry. However, if your workplace has any elevated hazard level, CPR training for designated first aid responders is effectively required to demonstrate adequate training.
Construction Requirements (29 CFR 1926.50)
Construction has more prescriptive requirements: documentary evidence of a valid first aid certificate from the American Red Cross, Bureau of Mines, or equivalent is required. The AHA qualifies as an equivalent. At least one first aid kit per 25 workers must be maintained, stored in weatherproof containers with individually sealed items, and inspected weekly.
On-site CPR training for construction companies.
Electrical and Utility Requirements (29 CFR 1910.269 + NFPA 70E)
This is the most demanding OSHA standard for CPR. First aid AND CPR are mandatory for workers exposed to lines or equipment at 50 volts or higher. At least two trained persons are required at each field location. Response time must be under 4 minutes at fixed locations.
NFPA 70E (2024 edition) adds requirements for CPR, AED, first aid, and emergency response training at minimum every 3 years with annual proficiency demonstration. Contact release training is required annually for all personnel exposed to electrical shock hazards.
On-site CPR training for utility companies.
Additional Industry-Specific Standards
Permit-required confined spaces (1910.146): Rescue team members must be CPR trained.
Logging (1910.266): CPR and first aid are required for all employees. Training must occur within 3 months of hire. At least 2 certified employees are required for field operations.
Process Safety Management (1910.119): Emergency response plans for facilities handling highly hazardous chemicals must include trained first responders.
OSHA Requires Hands-On Training
This point cannot be overstated: OSHA does not accept online-only CPR certification. A 2012 OSHA interpretation letter states explicitly that CPR skills can only be learned through physical practice. Any training you provide to your employees must include a hands-on skills component.
This means an AHA, Red Cross, or HSI course with in-person skills assessment. Online-only certificates from third-party providers will not protect you in an OSHA inspection.

Penalty Amounts for Non-Compliance
Current OSHA penalty rates are $16,550 per serious violation and $165,514 per willful or repeated violation. These are per-violation amounts, meaning multiple employees without proper training can generate multiple citations.
Beyond financial penalties, inadequate first aid training creates direct liability exposure if an employee is injured and trained responders are not available.
